Material regarding congressional district projects includes AC Valley Synfuels Project, Conrail, and the Allegheny National Forest/Oil and Gas Hearings. A small selection of weekly newspaper columns written by Congressman Clinger (1979-1980) is also included.

William Floyd Clinger, Jr., born 4 April 1929 in Warren, Pennsylvania, received his baccalaureate degree from Johns Hopkins University in 1951, served in the United States Navy as a lieutenant (1951-1955), worked with the New Process Company of Warren (1955-1962), earned a law degree from the University of Virginia in 1965, and worked as a lawyer thereafter.
